Alternatives Considered
The bridge, transit and highway options
considered were packaged into five
alternatives for analysis. This effort is
required under the National Environmental
Policy Act (NEPA) and resulted in the
publication of a
Draft Environmental Impact Statement
(Draft EIS) in May 2008.
Improved pedestrian and bicycle facilities, freight mobility measures and travel demand management strategies were
part of each “build” alternative. Each alternative was thoroughly analyzed to determine how well it relieves congestion
and improves the safety and mobility
problems defined for I-5.
The following alternatives were
studied for the Draft EIS:
- No build
- Replacement bridge with bus rapid transit
- Replacement bridge with light rail
- Supplemental bridge with bus rapid transit
- Supplemental bridge with light rail
The Draft EIS release on May 2, 2008 started a 60-day public review and
comment period that ended July 1, 2008. The replacement bridge
with light rail extending to Clark College was selected as the Locally
Preferred Alternative by project partners in July 2008.
