Last month, CRC presented a phasing option to Oregon’s Joint Legislative Oversight Committee on Columbia River Crossing that would reduce upfront construction costs in Oregon by about $145 million and respond to Oregon Governor Kitzhaber’s request to reflect current economic realities.
Under the option presented, priority was given to safety and mobility improvements for Interstate 5, including construction of the replacement bridge, light rail, Marine Drive interchange and safety improvements to the Hayden Island interchange. Improvements to the local road network in Oregon would be postponed until funding becomes available. The Oregon Legislature is expected to consider state funding options during the 2013 session. Construction of the replacement I-5 bridge, planned to begin at the end of 2014, is tied to funding availability from state and federal sources, and toll revenue.
